Description of problem:
Reporting a bug immediately uploads the core to retrace server without asking.

Version-Release number of selected component (if applicable):
abrt-2.0.20-1.fc17.i686

How reproducible:
always

Steps to Reproduce:
1. get a crash (send SIGABRT if needed)
2. report crash
3. 
  
Actual results:
immediately sends coredump to retrace server without asking

Expected results:
Asks before sending

Additional info:
Problem started immediately after upgrade to abrt-2.0.20

Adding insult to injury, the retrace server either doesn't work, or takes a ridiculously long time (>10 mins).
