'/var/tmp/yum-nandish-k8HmTB/updates/gen/primary_db.sqlite' must have been decompressed just before we tried to os.utime() it. Didn't you run "yum clean" at the same time? yum-debug-dump dumps rpmdb AND available packages in all enabled repositories, so it should probably acquire the Yum lock.
