Packstack should modify iptables rules for quantum. Specifically:

1. The quantum server(s) must allow incoming traffic on port 9696.
2. When the openvswitch quantum plugin is used, and nova is configured with "libvirt_vif_driver = nova.virt.libvirt.vif.LibvirtHybridOVSBridgeDriver", necessary forwarding rules are not created automatically by nova or quantum. See BZ#920628.
