Description of problem:
Given a properly defined ks.cfg file the isntaller still stops at the main spoke for storage not specified.

Version-Release number of selected component (if applicable):
F19-Alpha-TC3 anaconda 19.14

How reproducible:
every time

Steps to Reproduce:
1. Boot installer from DVD with command "linux inst.ks=/path/to/ks.cfg
2. Sequence will stop at main spoke showing storage not specified
3.
  
Actual results:
Manual intervention required

Expected results:
Full ks install

If you look at /tmp/aanconda.log, are we saving/executing the storage spoke over and over again?
