Description of problem:  Installed TC5 from DVD.  Installed GNOME first and then added.  In KDE session the only choice for Time Zone is UTC.

I suspect this is related to bug #948615

Can you install
https://admin.fedoraproject.org/updates/FEDORA-2013-5007/kscreen-0.0.81-1.fc19
and restart your session, to see if that helps?
