Steps to Reproduce: 

1. Login User Portal with Power Users

2. Click the Extended application tab.

3. Click Resources tab on the left Navigation Pane

4. Place your mouse over "0%" under Quota Summary to open Quota popup



Actual results: 
Two strings are unlocalized:
 - Quota
 - Total Usage Usage

Expected results:
 - "Quota" should be localized
 - "Total Usage Usage" should be changed to "Total Usage" and should be localized

there are actually two problems here:

   (1) "Total usage" is not translated [i18n]

   (2) displayed label is "Total usage Usage" rather than "Total usage" [sla]

This BZ should track only the "Total usage Usage" label that should change to "Total usage" (moving Whiteboard back to 'sla')

Bug 957504 has been opened in order to track the translation of the "Total usage" string.

[removing 'i18n' Keyword: although this problem [see comment #4, (2)] has been discovered when browsing to the user portal in a non-English locale, this problem exists in all locales, including English, and verifying it in English only should be sufficient]

Verified, it's fixed on sf15 build: 3.2.0-10.21.master.el6ev
