Description of problem:

although the upragde is showing a list of empty tasks we are reaching the clear task step in upgrade and failing to clear the tasks (can't clear task -> upgrade cannot continue). 
My setup was not a clean sf13 but a setup that was upgraded from 3.1 (including jboss)

please note that we do have tasks in asyncTasks table

Version-Release number of selected component (if applicable):

3.1.4 -> sf13 -> sf13.1

How reproducible:

100% when running rhevm-upgarde. 

Steps to Reproduce:
1. create tasks (like create a pool)  in sf13
2. block connectivity to the storage from the vds
3. after tasks fail check that you have tasks in asynctasks but no longer have them in vds
4. upgrade to sf13.1 
  
Actual results:

we are getting a list of empty tasks and yet reaching the step for clear tasks. 

Expected results:

we should either get a list of tasks or continue with the upragde without cleanning tasks

All existing running virtual machines will continue but you will not be able to
