Description of problem: 
After the latest update, gnome-initial-setup is shown after login

gnome-initial-setup-0.9-1.fc19.x86_64

How reproducible:


Steps to Reproduce:
1. yum update
2. reboot
3. login
  
Actual results:
gnome-initial-setup shows up

Expected results:
no gnome-initial-setup after login

Additional info:
I use rawhide kernel-nodebug but that shouldn't affect this?

I think this is a feature: it is run once for every account.
