Description of problem:
If the project-type for a version is not set, but the containing project's project-type is set, the .po download links on the documents page behave as though no project-type is set at all, but links should be available if there is a project type on the parent project.

Always

Steps to Reproduce:
1. Find a version that does not have project-type set, in a project that does have project-type set
2. Open the documents page for any locale
  
Actual results:
.po links are not enabled, and have a tooltip saying that the project type is not set.

Expected results:
.po links behave as though the project type for the version is the same as that of the parent project.

Although not exactly mean the same, but can be resolved in after Bug 1030182 is fixed.
