Title: Configuring the Networking Service

Describe the issue:
"The database connection string used by the networking service is defined in the /etc/quantum/quantum.conf file. It must be updated to point to a valid database server before starting the service."

Suggestions for improvement:
Should be (i.e., change quantum.conf to plugin.ini):

"The database connection string used by the networking service is defined in the /etc/quantum/plugin.ini file. It must be updated to point to a valid database server before starting the service."
