Description of problem:
In "Edit Virtual Machine" and "New Virtual Machine" windows, under the "Host" tab, the info tooltip message is too complex.
I would suggest to replace it with:
"The fields under 'Start Running On' and 'Migration Options' are editable only when the VM is down."

Steps to Reproduce:

Option 1
1. Create a VM from the UI - navigate to the "Virtual Machines" tab and click on "New VM".
2. Navigate to the "Host" tab.
3. Hover over the info icon before "Start Running On:".

Option 2
1. Edit an existing VM from the UI - navigate to the "Virtual Machines" tab, click on a specific VM and then on "Edit".
2. Navigate to the "Host" tab.
3. Hover over the info icon before "Start Running On:".

Actual results:
A complex message appears.

Expected results:
A simpler message.

the real bug here is that this tool tip is not true anymore, and should be removed completely, because with the feature of "edit running vm" you can update these values, and it will be applied on the next run.
