Description of problem:

For RHOS 13, we need to ship Nova compute support for the ppc64le architectures, specifically Power8 and Power9 hardware to meet our IBM SoW deliverable.  This RFE is to track the work required to accomplish this in the Queens timeframe.

The initial goal for this release is to containerize the work done in the RHOS 12 deliverable tracked via bug 1491837.  This will bring the ppc64le offering inline with the rest of the RHOS program around containerization of services.  Power9 hardware would be supported running in Power8 compat mode for this release.
