LSB 5.0 is from 2015 and incompatible with Fedora. In particular, there is no AArch64 support in LSB 5.0, and it would be a significant effort to develop an SDK that can target LSB 5.0 for the remaining architectures. Security support for the obsolete libraries that are part of LSB 5.0 is also a burden, and this work would not benefit users of Fedora applications. If Fedora made an effort, others like Debian would follow.
