Add Firefox 31 to supported browsers (replacing FF17)

Description of problem: RHEL6.5 has FF 24. Version-Release number of selected component (if applicable): is27 How reproducible: 100% Steps to Reproduce: 1. open login page of Administration portal with FF from RHEL6.5 (ff 24) 2. 3. Actual results: This Browser version isn't optimal for displaying the application graphics (refer to Documentation for details) Expected results: no such msg Additional info:
after discussing with PM: FF17 will not be officially supported anymore.

the RHEV GUI appears to behave properly on FF31; there are no known issues with FF31, therefore we can now proceed with declaring FF31 as supported for RHEV-M.
Verified in rhevm-3.5.0-0.13.beta.el6ev.noarch (vt4) on RHEL 6.5 with firefox-31.1.0-5.el6_5.x86_64. Login page of User Portal and Webadmin Portal don't show the browser incompatibility message any more for FF31. See attached screenshots.
Version correction, it's verified in rhevm-3.5.0-0.14.beta.el6ev.noarch (vt5).
