In order to be able to specify security policies for deployments a few modules needs to import VFS services. Otherwise 'vfs:/..' url based policies cannot be handled.

See bz1067620 for 6.3 fix.

The PR will also include a new testsuite module for Security Manager related tests.

Verified in 6.2.3.CR2

Regression tests are in the new secman testsuite module. For instance:

Does this issue need a release note? It sounds like an enhancement to me.

If so, could you please provide a draft text in the Doc Text box above. I looked at the release note for bug 1067620 but that seems like a different (although tangential) issue.
