Description of problem:
RHEL OSP 4 HA recipes contained info on how to deploy qpid in an A/P configuration on RHEL 6.5.  In RHEL OSP 5 on RHEL 7 we focused initially on providing RabbitMQ HA via A/A with mirrored queues.

This bug is to track converting the RHEL OSP 4 HOWTO on using qpid with A/P hot standby to work with RHEL OSP 5 on RHEL 7.

tested both using qpid python, qpid perftest and heat service.

NOTE: that all services need to change rpc_backend to .qpid for this work. All services, but heat, use impl_kombu by default.
