Description of problem:
RHEL OSP 4 HA recipes contained info on how to deploy qpid in an A/P configuration on RHEL 6.5.  In RHEL OSP 5 on RHEL 7 we focused initially on providing RabbitMQ HA via A/A with mirrored queues.

This bug is to track converting the RHEL OSP 4 HOWTO on using qpid with A/P hot standby to work with RHEL OSP 5 on RHEL 7.

Actually, this is not a bug for openstack-puppet-modules.  No changes were needed there for qpid a/p, it was all in astapor and staypuft.
