Cause: iSCSI base driver had some target helper calls that were inappropriate for some drivers. Consequence: Attaching failures on some backends. Fix: Move those target helper accesses to the right place. Result: Attaching works as expected.

Fixed upstream in cinder 2014.2.4. We have to rebase downstream.

We don't have solidfire storage. The only thing we can check that the code is in and it didn't break anything else.
