Description of problem:
Open Dialog for creating new VM is not showing nic1 list properly as you can see in added screenshot.

How reproducible:
100%

Steps to Reproduce:
1.Go to VMs panel 
2.Click on New VM

Actual results:
Dialog content is not displayed correctly.

Expected results:
Dialog is content displayed correctly.

I assume since there are no active DC, the dialog is disabled and there are no scroll bars, can you check also when you have at least one active data center?

With a storage up the scroll bar is there but the problem persists.
