Foreman UI: Provider detail page is missing the "Configuration" button in the toolbar

Description of problem: - Version-Release number of selected component (if applicable): 5.4.1.0 & upstream How reproducible: Always Steps to Reproduce: 1. Add a foreman provider 2. Go to it's detail page 3. Try to find the "Configuration" toolbar button Actual results: The configuration button is missing. Expected results: The button is present on the detail page.
