File which have inodes forgotten in the window when it's being tracked in the timer-wheel experience this issue. Fix is under review upstream master: http://review.gluster.org/#/c/11729/
Tested with build "glusterfs-fuse-3.7.1-13" and after setting network.inode-lru-limit to 1 all files in the volume are getting signed so marking this bug as verified
