Allow to configure Ceph RBD Mirroring via Cinder replication in RHEL-OSP director to support the following user stories:

As an admin, I need to be able to failover to a secondary storage cluster if my primary storage cluster becomes unavailable.

As an admin, I need to be able to failover my OpenStack and storage cluster to a secondary site if my primary site has an extended outage.
