Description of problem:
https://bugzilla.redhat.com/show_bug.cgi?id=1272133 results in this error:

undef error - Malformed UTF-8 character (fatal) at /usr/share/perl5/Text/Wrap.pm line 54.

This probelem is also affecting the build system, I am unable to do a rhpkg push related to this bug and it is blocking a critical build of python-blivet.

It doesn't seem to be happening with all bugs, so it may be related to the content.
