Description of problem:
xemacs complains about UTF-8 input characters in text

Version-Release number of selected component (if applicable):
xemacs-21.4.15-5

How reproducible:
Always

Steps to Reproduce:
1. Open textfile with xemacs, LANG=en_US.UTF-8, keyboard is spanish
2. Enter an accented char, e.g. á
3.
  
Actual results:
Error message: "U00E1 not defined"

Expected results:
á in buffer/file

Upstream says this is a X problem, so reassigning to xorg-x11 for comments.

Please report this problem to X.Org at http://bugs.freedesktop.org, as
this issue will require upstream do review it, and make considerations
as to what the most correct fix is.  I suspect this will be in Ivan and
Sergey's department - the experts in this area of X.

Once you've filed your bug report to X.Org, if you paste the new
bug URL here, Red Hat will continue to track the issue in the
centralized X.Org bug tracker, and will review any bug fixes that
become available for consideration in future updates.

Setting status to "NEEDINFO", awaiting X.Org bug URL for tracking.
