There should be efficient way to know the status of the Cluster without polling. First cut of testing eventing as a feature has been done on the build 3.8.4-x (x=1-3), and the core seems to be working good. Multiple issues have been found for which relevant BZs have been raised. Moving this blanket BZ to verified in 3.2
