[Bug RHV 4.0.6] After adding new disk, VNC configuration does not reflect modifications.

Description of problem: After creating VM disk (press OK twice #bug1396781) when you try to change the console -> Graphics protocol -> SPICE+VNC , the option to select VNC keyboard layout does not appear. Version-Release number of selected component (if applicable): RHV 4.0.5 How reproducible: Always Steps to Reproduce: 1. Create new VM. 2. Create disk for this VM and press OK twice to save configuration. 3. Go to Console -> Graphics protocol -> SPICE+VNC 4. VNC keyboard layout does not appear. Actual results: VNC keyboard layout does not appear. Expected results: VNC keyboard layout should appear. Additional info: Workaround is to set the option for console before creating vm disk.
