Previously, after opening a new disk window from within the new virtual machine window the virtual machine window did not function correctly after closing the new disk window. Now, when a new disk window is opened from within the new virtual machine window the new virtual machine window no longer closes and allows the virtual machine window to function correctly.

Description of problem:
After creating VM disk (press OK twice #bug1396781) when you try to change the console -> Graphics protocol -> SPICE+VNC , the option to select VNC keyboard layout does not appear. 

Version-Release number of selected component (if applicable):
RHV 4.0.5

How reproducible:
Always

Steps to Reproduce:
1. Create new VM.
2. Create disk for this VM and press OK twice to save configuration. 
3. Go to Console -> Graphics protocol -> SPICE+VNC
4. VNC keyboard layout does not appear. 

Actual results:
VNC keyboard layout does not appear. 

Expected results:
VNC keyboard layout should appear. 

Additional info:
Workaround is to set the option for console before creating vm disk.
