1.3.0 drops support for Python 2, so we'll need to check on dependencies first.

ahkab is orphaned, so perhaps we can retire that soon.

Looks like gnuradio is waiting on a 3.8 release for python3 support.

Bottleneck is only needed by pandas.

python2-Bottleneck is gone, now it's only gnuradio.

Any ETA for gnuradio 3.8?
