As a quickfix we can merge this, real fix will be to remove this package in Fedora since oslosphinx was retired upstream.

Since the PR was merged, this no longer blocks the Python 3.8 rebuilds. Thank you Zbyszek. The openstack packages in Fedora unfortunately have a bad habit of being updated, retired or replaced upstream without proper Fedora actions.
