Description of problem:

RHEL provides boost 1.53 but some of the new dependencies needed to update facter to 3.9.3 require a higher version.

In order to make this update as safe as possible, the same approach used in RDO/CentOS of creating it as a new package boost159 and install files in a different directory that can be coinstalled with boost from RHEL base can be applied.
