Description of problem:
[UI] - All dialogues in the admin portal are broken 

All the dialogues on latest 4.4 snapshot are totally broken. 
Open any edit/new window dialogue in the admin UI portal, VM, template, network, DC, providers and so on..

4.4.0_SNAPSHOT-201.gd9eb76b.0.scratch.master.el7

Please open bugs on specific issues, and open it/them in upstream unless they are RHV specific

Hi Michael, reloading the page with ctrl+shift+r (while the the popup was open) helped to solve the broken UI for me. Could you please try?

verified via web-admin on engine version 4.4.0-0.13.master.el7
bug is fixed, checked most of dialogues in web-admin and it seems that problem is fixed.

Providers are fixed

Some dialogues (new VM, edit VM, new Host, edit Host,...) have now blank space underneath the info part instead of above it. For example add new NIC does not have this issue. Also the New Domain dialogue had a lot of blank space (possibly for the dropdown options). Quotas have over-stretched tables in New and Edit dialogues. Upload disk has weirdly positioned Test Connection button. Data Center dialogues have the first option way too close to the top border.

As agreed, the issue with the extra white space above the content in dialogues is fixed, therefore I'm verifying this bug and opening another one for the other issues I found: bug 1819254
