test env: cv:4.3.0-0.nightly-2019-11-10-165138 test result: The metrics "service_catalog_controller_manager_enabled" exist and equal "0" at first. After enable the servicecatalogcontrollermanager the metrics will become "service_catalog_controller_manager_enabled 1" , and the Alert "ServiceCatalogControllerManagerEnabled" becomes "Firing"
