Any reason not to package 1.1 directly?
I mean 1.0 is fine for certbot and 1.1 was supposed to be just about "packaging cleanups". But 1.1 was released a year ago so it should be stable and right now nothing depends on pyrfc3339 in EPEL 8.

python-pyrfc3339-1.1-1.el8 has been pushed to the Fedora EPEL 8 testing repository. If problems still persist, please make note of it in this bug report.
