AFAIK this package is required for certbot (bug 1744892).
btw: started non-responsive maintainer process for jhogarth so hopefully this will be fixed soon.

Thank you very much :-)) Any reason not to package 1.1 directly? I mean 1.0 is fine for certbot and 1.1 was supposed to be just about "packaging cleanups". But 1.1 was released a year ago so it should be stable and right now nothing depends on pyrfc3339 in EPEL 8.
