OSP 13 ships with Octavia Queens. Since Octavia Queens release, a number of bug fixes, stability improvements and new features were added to Octavia. Due to various reasons, it is not feasible to cherry-pick and maintain over time all these improvements to Octavia Queens in OSP 13.

To name a few new features introduced post-Octavia Queens:

- VIP access control list API
- UDP load balancing
- Object tags
- Provider drivers (e.g. OVN load balancers)

OSP 13 is a long-life and popular release. It would be great if OSP 13 could upgrade its Octavia version to Octavia Train.

Octavia train backport was verified, I cannot move it to VERIFIED as it was already pushed to RELEASE_PENDING.
Backport was verified both by CI and manually.
