Though ML2/OVN is the default mechanism driver, some customers need to use ML2/OVS. As tracked in BZ1801450, we have provided instruction for using ML2/OVS without DVR, the most common ML2/OVS application.

Some of the ML2/OVS customers use DVR. We need to publish instructions for the ML2/OVS with DVR use case.
