Description of problem:
[RFE] Improve handling of BlueFS ENOSPC

RHCS 5.x and above

Recently we have seen some customer bugs where we have seen BlueFS_ENOSPC hitting pretty fast and mostly all in one OSD where DB/Data is present in the same disk.
