Description of problem:
RHCEPH 6.0 currently has Ceph v17.2.5. We should rebase to the latest upstream release of Quincy for RHCEPH 6.1.

Steps to Reproduce:
1. Install RHCEPH 6.1
2. Run "ceph --version"

Expected results:
17.2.6-something

Builds are made available for RHCS 6.1 .

Upgrade to latest build was successful.
