Steps to Reproduce:
1. start system-config-keyboard from terminal
Actual results:
$ system-config-keyboard

** (system-config-keyboard.py:3979): WARNING **: AT-SPI: Accessibility bus not found - Using session bus.

Expected results:
To bee able to change keyboard.

Additional info:
There seams to bee no menu ( activity ) to change keyboard
Ok button is missing.

I found I way to change keyboard.
It is under system settings -> Region and language.
I was assumed it would bee under Keyboard.

This is the same as Bug 676388 ( Version: 	rawhide ) ?
