Update to version 0.99.21

Quagga 0.99.21 fixes bugs and adds the following user-visible features:

- [babeld] a new routing daemon implementing the Babel ad-hoc mesh routing
  protocol has been merged
- [bgpd] BGP multipath support has been merged
- [bgpd] SAFI (Multicast topology) support has been extended to propagate
  the topology to zebra
- [bgpd] AS path limit functionality has been removed
- [isisd] a major overhaul has been picked up

A patch that updates the package to 0.99.21 is attached, which can be applied with fedpkg. All patches that were in the RPM have been picked up upstream and can be dropped.

This patch moves watchquagga into -sysvinit. The systemd service files are now configured to automatically restart any routing daemon on failure. (If zebra fails, all running routing daemons will be stopped; zebra will be started again; and then the previously running routing daemons will be started again.) Since systemd provides this functionality, there is really no reason to have a systemd service file for watchquagga (but the watchquagga initscript is still left in -sysvinit). A systemd bugfix does need to be pulled into Fedora to avoid problems if zebra fails (bug 817968).

Please incorporate other packaging fixes before rebuilding this package (bug 817442).

Thanks for the patch, removal of the watchquagga makes sense. I will push updated package when fixed systemd gets into distro.

systemd fixes have been pushed to stable for Fedora 16, 17, and rawhide.

Two small nits:
 - "/quagga-0.99.21.tar.xz" should be added to the .gitignore file.
 - The obsolete file "quagga-0.99.20-memleak.patch" can be deleted from the f16 branch (it was already removed from the SPEC file).
