Description of problem:
I first start as Admin of the W2K8R2 server. I installed the SPICE ActiveX and virt-viewer files. I then login as any other user of the SPICE lab domain and if I am regular user or Admin I get prompted the first time I login to the machine to download the ActiveX and virt-viewer.

Actual results:
I am asked every different login to install the ActiveX and virt-viewer files. Every subsequent login of users is fine.

Expected results:
Once I install for all users, initially, there should be no other download and install for the ActiveX and virt-viewer files.

Same behavior is seen on a Windows 7 client.
The only different steps that I have is attempting the initial install as a non-admin, and then switching to another non-admin.  The second required another install, which should not have happened.
