Description of problem:
In subscription-manager-gui if no value is entered in "Proxy Location" after checking "I would like to connect via an HTTP proxy" and we click on "Test Connection" it returns "proxy connection succeeded"

1. Open Subscription Manager GUI
2. Click on System (main window)
3. Click on Configure Proxy
4. Check "I would like to connect via an HTTP proxy"
5. Click on "Test Connection"
  
Actual results:
"Proxy Connection Succeeded"

Expected results:
Should say "Proxy Location cannot be empty"

The behavior described in Comment 1 holds when both the check boxes in the panel are checked with blank text fields.

This request was evaluated by Red Hat Product Management for inclusion
in a Red Hat Enterprise Linux release.  Product Management has
requested further review of this request by Red Hat Engineering, for
potential inclusion in a Red Hat Enterprise Linux release for currently
deployed products.  This request is not yet committed for inclusion in
a release.
