NO special config in Heat. If you want AWS::Cloudwatch::Alarm to use Ceilometer
then you will need the following in /etc/heat/environment.d/default.yaml


resource_registry:
  "AWS::CloudWatch::Alarm":  "file:///etc/heat/templates/AWS_CloudWatch_Alarm.yaml"
