Description of problem:
Using the reconcile feature generated in the validate-images-spi blueprint, this feature will permit plugins to contain yaml-based recipes for image packing and will provide a command-line tool for the generation of these images to specification.

The core abstraction is complete and tested, and the bp is implemented upstream. However, plugin implementation is not yet complete, and thus this story does not yet have customer value. Moving to 11; will move back to 10 in the quite unlikely case that this work finds cycles before the upstream release.
It was requested to split this bug into individual bugs for each combination of plugin and version, and leave this as tracker. I'm going to add a dependency.
