This looks like a bug in the Breeze Qt 4 style, which is part of the plasma-breeze SRPM.

I'm seeing this bug too in KDE Live F24 Beta 1.6. Apper v0.9.2, Qt v4.8.7, KDE Development Platform 4.14.19.

Per the update descriptions, not a full fix, but only a workaround by hard-coding alternative styles (oxygen or plastique) to be used instead of default (and known-bad in this case) breeze.

Perhaps it should be mentioned somewhere that the hardcoded style (qt4-style-oxygen) needs to be installed for this work (or a hard dependency added on it).
Not necessary, it tries in order: oxygen (if available) cleanlooks (builtin Qt style, always available)
IMHO, the "fix" that was deployed is not acceptable, see bug #1380097.

Even that is not a fix for this issue. It doesn't make sense to close a bug that is not actually fixed.
