Add FCOE support. Ability to handle fcoe enabled interfaces/services without manual intervention.

Currently to utilize fcoe hardware user has to do manual configuration for every host in the environment (copy config file, enable services, persisting changes) which is quite annoying and time consuming. 
It would be great to have possibility to create new network class (like existing "vm network") in UI. and additional parameter "fcoe" (not sure if IB requires one as well) in setupNetwork call. vdsm should handle this and create config file/start services (fcoe and lldpad) for fcoe functionality. 
Block ability to mix non-tagged fcoe and vm_networks.
