Description of problem:
The VM creation display is cropped under tabs that are bigger than the pop-up size.

How reproducible:
Always

Steps to Reproduce:
1) Navigate to: Virtual-machines -> create -> resource allocation
2) Try to scroll down


Actual results:
The display is cropped
