With this update, `cephadm` and `orchestrator` replace ceph-ansible. You can use director with cephadm to deploy the ceph cluster and additional daemons, and use a new `tripleo-ansible`role to configure and enable the Ceph backend.

This bug tracks OSP17+ using cephadm in place of ceph-ansible to integrate RHCSv5

For context of how large the scope is, consider that OSP{12,13,14,15,16) use ceph-ansible to integrate RHCSv{2,3,4}.

This bug includes the BZs for the enhancements of this solution. It shouldn't happen until the MVP, tracked in 1839168, is done.
