Originally, Horizon's default configuration would make mod_wsgi hang when loading python binary modules compiled to use the simplified GIL state API. Consequently, the dashboard became unavailable. The configuration has been updated. Now, mod_wsgi works correctly no matter how the binary python modules were compiled.
