We need to add support to detected a failed Hypervisor and migrate the running instances on another Hypervisor.

This will be done based on:

Current status:

- we have pacemaker_remoted driven Hypervisors, deployment documentation and architecture/diagram

- blocked on:
  1) fence_nova_host that should take care to notify nova that a given Hypervisor is down and instances need to be migrated
  2) shared storage config details

fence-agents, resource-agents and pacemaker packages will ship with the next RHEL7.1.z batch update.
