Update the Python 3 stack in Fedora from Python 3.6 to Python 3.7.
Python 3.7 landed in rawhide.

This bug appears to have been reported against 'rawhide' during the Fedora 29 development cycle.
Changing version to '29'.
All packages are built (or retired). Let's do this again some time.
